How is possibile to zoom a single layer in a TImageEn with multiple layers?
there is not ImageEn1.Layers[idx].zoom property :)

I am afraid it is not possible to zoom a specific layer, but you can magnify it:
// Magnify layer
procedure Tfmain.CheckBox1Click(Sender: TObject);
begin
  with ImageEnView1 do
  begin
    CurrentLayer.Magnify.Enabled := CheckBox1.checked;
    Update;
  end;
end;

// Magnification
procedure Tfmain.TrackBar3Change(Sender: TObject);
begin
  with ImageEnView1 do
  begin
    CurrentLayer.Magnify.Rate := TrackBar3.Position / 10;
    Update;
  end;
end;
