1) Is it possible to keep the proportions while resizing the layer, using the mouse? If not this is I think an important feature to add

2) Is it possible to have a command to apply the rotation to the layer, so that the new layer content is made of rotated pixels? Because at the moment the layer is kept in memory as original (not rotated), but I would need to apply the rotation to the pixels in memory.

3) Same request as above, but for Resizing layers

1. Yes, you can hold the Alt key down, or programmatically call ForceAltKey

2. Yes, use: http://www.imageen.com/help/TImageEnView.LayersFixRotations.html
