Am I going crazy or does the FPS change in dim light. Goes from 30 FPS to 10 FPS.
Can this behavior be overcome.

Should I be using: MediaFoundation or DirectShow for the broadest appeal.

Hi

It's possible that the device takes longer to return images in low light conditions (longer exposure times).

DirectShow is better supported in ImageEn and by Windows versions. MMF is newer and the way that Microsoft is heading, but MMF support in ImageEn is not extensive.
