The new version, 13.5.0, promises some fascinating news.

I've tried the PDF Annotations Demo. It has a few buttons to create Annotations. But how can I move and resize the annotations with the mouse?

And is it possible to FLATTEN the Annotations (i.e., bake them into the PDF)?

The latest demo supports mouse resizing and moving with the mouse.

Merging is not really relevant for PDF files, because the PDF page is not a bitmap it is a container, so at best you could convert the annotations to objects, but PDFium does not support that.
