I am just sharing this information because I have tested this tool and it is really usable as a powerful image editor.
And the best part is that it is open source!!!
It is not in Delphi though but we as developers can surely borrow ideas from it and implement them in our own respective software using ImageEn.
The product name is PhotoDemon.

The developer is a talented person and is basically a C developer. Actually PhotoDemon is build in VB6 but in a portable manner.
