In later versions of IE this component TIEFileDragDrop has been added but for some unknown reason it is not working. I think I am doing something wrong here but cannot put my finger on it.
I am attaching a project which I created for testing. In this project Drag and Drop from Windows Explorer is not working.

@Nigel,
Can you please get this sample working? Or better still post a new sample show as to how to implement Drag and Drop properly.
