 Does IEBitmap.Allocate actually allocate memory

Is it a problem (i.e., will it cause a memory leak) to call:

Image->IEBitmap->Allocate(width,height);

Over and over? If so, what is the proper way to free it or is there another way to set the canvas size prior to adding layers and images?

No, it's fine. Use of Allocate cannot cause a memory leak, because it frees memory if necessary (and all memory is freed when the bitmap gets destroyed).
